My comment covers both icann accountability and iana transition.

 

1.     Background

There are 2.7 billion Internet users in the world now, and the number will
be around 7 billion within 10 years.

These 2.7 ~ 7 billion users are the ICANN customers from over 250 countries.

ICANN participants are typically from around 50 countries now.

ccNSO has 150 countries as its members, but regular participants are from
around 50 countries.

Many of inter-governmental organizations have around 190~200 countries as
their members.

 

Many countries do not have good understanding on multistakeholder models and
do not practice multistakeholder

Approach even though NTIA specifies the multistakeholder approach for the
IANA transition proposal development.

 

2.     Base data development

ICANN needs to develop good base data (society, economics,
infrastructure,..)on 200~250 countries and on 2.7 billion 

Internet users, possibly with internet index organizations such as Web
Foundation, World Economic Forum.

ICANN may develop good data base on human contacts and organizational
contacts with ICANN support organizations and

regional organizations such as *TLD, RIRs,..

3.     Outreach meetings in each region (and countries)

ICANN may organize regional meetings (and subregional meetings) in each
continent on ICANN (globalization), multistakeholder models and

Practice, and IANA transition among others with ICANN branch offices, ICANN
support organizations, regional name and number organizations.

4.     Meeting content development

For these meetings, ICANN needs to develop various contents including
Multistakeholder models and practice.

5.     Remarks

Hope ICANN starts these outreach efforts starting from the tutorial
developments and instructor training as soon as possible (this summer?).

ICANN needs to cover at least all UN member countries (193), or needs to
collaborate with some inter-governmental organizations which covers

these countries well.

This may be a good chance for ICANN to develop good working relationships
with regional name and number organizations through ICANN branch

offices as well as with 200 countries.
