Typically, a script generation panel submits their LGR to ICANN when their work 
is done. However, some scripts span over multiple languages, which means 
multiple linguistic communities and, in many cases, multiple generation panels. 
The LGR process requires that there is complete consistency between the 
different LGRs submitted for a given script. This consistency requires some 
level of coordination between the different communities or panels. Up to now, 
the process requires the panels in this situation to coordinate in advance of 
submitting their LGR to ICANN, which has been found complicated to achieve.

However, it is often difficult to coordinate in advance of having the LGR work 
done by each community or panel, since the actual issues are unknown in 
advance. Communities and panels must first complete their own LGR work before 
the issues to be coordinated can be known. 

Instead of coordinating in advance, I suggest that ICANN should consider 
receiving each individual LGR from the panels independently and asynchronously. 
When all the LGRs of a given script or LGRs that need coordination have been 
received, ICANN would review these and perform a verification to identify 
issues that require coordination between the panels. This verification could 
use some TBD software tool that parses these LGRs and find all issues that 
require coordination between the panels. That output can then be fed back to 
the panels to focus their coordination. 

In summary, the coordination happens after submitting the LGRs instead of 
before. However, it is still better to coordinate in advance and this proposal 
does not preclude panels to coordinate in advance.

I think this proposal would help streamline the whole process. If this 
suggestion is agreeable, then the guidelines might need to be updated.
