I am submitting these comments on behalf of Blacknight, a hosting provider and 
domain name registrar based in Ireland.

DNS abuse issues are a constant issue for hosting providers and other internet 
users, so it is laudable that ICANN should be exploring these issues. 

However “DNS abuse” should be kept as narrow in scope as possible without 
straying into areas of content or different business models. For example, 
referring to pay per click and other valid uses of domain names confuses the 
issue. While some people may not like or approve of PPC, it’s not  “abuse”.

Having metrics and data would be helpful and the current report already has 
identified a few possible sources for this data. 

There will always be some level of abuse of resources in the DNS. It would be 
naïve to believe that it would be possible to eradicate 100% of the abuse nor 
would be it be possible to contemplate every possible form of abuse. With that 
in mind ICANN should accept that the current safeguards are probably working as 
best they can.
