Proxy Domain Name Registration

The proposal to restrict the use of a third party, or "proxy", for registration 
of domains used for commercial purposes, ignores the possibility that many such 
domains may be used by individuals or small groups,  who have legitimate 
concerns for their privacy and safety, at great risk of harassment or other 
coercive behavior.

Legal process already exists that can be used to discover the identity of a 
domain name registrant on the basis of legitimate legal need. As such, it is my 
opinion that ICANN should reject this proposal.
