New proxy registration website rules

I understand new rules have been proposed that will reduce the expectation of 
privacy for small website owners. I oppose this, as it limits, severely, the 
ability for one to express themselves, and for information to be disseminated, 
which I believe is one of the underpinnings of a free and open internet. Please 
do not require everyone who is a 'commercial enterprise' (incredibly broadly 
defined) to be the criteria for allowing someone anonymity.
