Proposal submitted by PointQuébec:
In relation with the comments raised by CORE and the PuntuEUS Foundation,
PointQuébec would like to suggest some guidelines to ICANN regarding the
fees charged to new
geoTLDs operating a registry as non-profit TLDs.
Considering that a GeoTLD is serving a local community that represents a
delimited and well identified community;
Considering that non-profit TLDs are fully supported by the community they
serve and that it is likely to remain as such;
Considering that PointQuébec does not rely on government funding for it's
operations;
Considering the slow but regular progression of these TLDs in their
particular markets;
Considering that such TLDs generate no conflictual issues and minimal
management cost to ICANN;
Considering that the proposal is likely to accelerate GeoTLDs revenue and
notoriety
Considering that many GeoTLDs are facing important deficits on rate exchange
because of the US$ fluctuation;
Considering that such a situation represents a negative impact on
outreaching and marketing capacity;
Considering that ICANN must also participate in reaching a more balanced
financial contribution from all new TLDs;
Considering that this proposal is incidental to ICANN's budget;
PointQuébec proposes a agreement where all GeoTLDs would pay 0,50 cents for
the first 50k names registered;.
this proposal would not modify the fees already paid to ICANN;
the proposal also aims to give ICANN some guidelines for the new TLD program
in discussion;
in the short term, it would allow the registries to add marketing resources
and accelerate the reach of the 50 000 treshold;
it will contribute to the multistakeholder model where all parties are not
commercially oriented.
