The Intellectual Property Constituency (IPC) wishes to provide comments on the
proposed Qualified Launch Program. Given the abbreviated 15-day public comment
period, however, the IPC has been unable to finalize its comments in this
initial period. Accordingly, the IPC intends to submit its comments during the
reply period.
