The Noncommercial Users Constituency (NCUC) respectfully submits the 
attached comments to the /Study on Whois Abuse/ as commissioned by the 
GNSO. We look forward to further discussion of this important Study, and 
to assisting the ICANN Community in developing the much-needed policies 
to which this Study clearly directs us.
