This is a proposal to regulate *content* on the Internet, which has never
been in ICANN's purview, put forth by a tiny, vocal group seeking to bolster
their commercial content-filtering product (cp80.com).  If they are honestly
concerned about content filtering, let them provide a "child-friendly"
service to the public, rather than expect the world to subsidize their
proposal.  If enough people are interested, their success will accrue to
them.  ICANN should not be in the position of acting as a surrogate parent
to the Internet population, who are either adults responsible for their own
actions within their own jurisdictions, or minors under the supervision of
responsible parents.  Attempting to legislate morality has seldom been
successful, especially when the terms are being set by a splinter
organization with its own commercial agenda.
