Comments on Excerpt: Comparative Evaluation Criteria

1. On comparative evaluation.
By nature, IDN is a "community-based" TLD because IDN is a localized service
to serve Internet users using certain language. Thus, it's recommended that
an IDN application should consult the related community to avoid
complications from future objections. In the case of that a language or
script is shared among different nations and regions, it is encouraged that
a coordinating mechanism to be structured among these stakeholder. And
further, the opinion of the supermajority of the specific language user
group should be respected. 
Specific to Chinese, there is a long established entity named Chinese Domain
Name Consortium (CDNC). The users served by members of CDNC account for over
99% of the Chinese Internet users worldwide. We regard this consortium as a
legitimate representation of the Chinese domain name community, and we
recommend ICANN to fully consider its opinion when evaluating Chinese TLD
applications.

2. on Winning Bid Payments
Item 4.3.2 on Module 4 of DAG v2 says that "The winning bidder in any
auction will be required to pay the full amount of the final price within 10
business days of the end of the auction." while it is expected that the
money should be prepared when entering into the bidding process, it still
poses a challenge for some winning bidders to make the money to ICANN timely
in such a short timeframe.  As far as we know, there are quite some
countries impose restrictions to foreign currency and the money transfer
will take a long process before it reaches ICANN's account. Given the
complexity of the international financial systems, it is advised that ICANN
extend the timeframe from 10 days to 30 days.
