  Lars Hoffmann:in 2005 we had 54 although this dropped off in the next few 
years at 15, 13, 10, but surged again in 2012 to 53, and so far this year to 
20. Certainly in the last 2 years since I have been on this office there have 
been no actual complaints about inter-registrar transfer policy. Virtually all 
complaints have been about problems with getting a transfer and usually because 
the registrar has not been cooperative or there is some other obstacle in the 
way.
