in question
Rob Golding 9astutium):why is there not a "name-and-shame" on registrars that
dont enforce the minimum length of stay on transfers as it's a icann decreed
not to move again with 30 days of a previous transfer
Graeme Bunton:Would we be leaving an obvious gap were we not to address this
sort of issue?
Simonetta Batteiger:I like that suggestion to make all registrars in the
chain obligated to cooperate
Rob Golding 9astutium):I agree that 60 days as a best-practice, but it shoudl
be mandatory for the 30 day restriction as thats the current requirement

Rob Golding 9astutium):1.1 Transfer Authorities The Administrative Contact
and the Registered Name Holder, as listed in the Losing Registrar's or
applicable Registry's (where available) publicly accessible Whois service are
the only parties that have the authority to approve or deny a transfer request
to the Gaining Registrar. In the event of a dispute, the Registered Name
Holder's authority supersedes that of the Administrative Contact.
