Adobe Chat Transcript for Monday 13 May 2013:

Nathalie Peregrine:Welcome to the IRTP Part D Working Group meeting on
Monday 13 May 2013

  Bartlett Morgan:hello all

  Graeme Bunton:Ahoy.

  Chris Chaplow:Hi, am I early?

Nathalie Peregrine:Hello Chris, no the call startes in 3 mins

Mike O'Connor:you're good. i'm listening to weird acoustic guitar music on
hold

  Chris Chaplow:Thanks

  Bladel:Hold music.....

Volker Greimann:I think I need a pseudonym for these calls to speed up the
spelling of my name

Rob Golding 9astutium):OMG - the audio's working in adobe - i have true
stereo from phone and laptop :)

  Volker Greimann:John Doe

  Mike O'Connor:Masked Avenger

Victor v. Doom aka Volker Greimann:how about this

Nathalie Peregrine:Kristine Dorrain has joined the AC room

Kristine Dorrain:Sorry for the delay...just dialing in.

Rob Golding 9astutium):Where the legitimacy of the xchange of registrant is
in question

Rob Golding 9astutium):why is there not a "name-and-shame" on registrars that
dont enforce the minimum length of stay on transfers as it's a icann decreed
not to move again with 30 days of a previous transfer

Graeme Bunton:Would we be leaving an obvious gap were we not to address this
sort of issue?

Simonetta Batteiger:I like that suggestion to make all registrars in the
chain obligated to cooperate

Rob Golding 9astutium):I agree that 60 days as a best-practice, but it shoudl
be mandatory for the 30 day restriction as thats the current requirement

Rob Golding 9astutium):i recall the swimlanes/flowcharts but didnt recall if
an answer came up

  Bladel:Yikes!

Volker Greimann:Lets write something up for me to take back to the council

Rob Golding 9astutium):1.1 Transfer Authorities The Administrative Contact
and the Registered Name Holder, as listed in the Losing Registrar's or
applicable Registry's (where available) publicly accessible Whois service are
the only parties that have the authority to approve or deny a transfer request
to the Gaining Registrar. In the event of a dispute, the Registered Name
Holder's authority supersedes that of the Administrative Contact.

Rob Golding 9astutium):from micheles emailed pdf earlier today

Rob Golding 9astutium):so that answers my own question :)
