Dear all,

Attached is the latest Draft of the Initial Report. I have combined the 
'Background' and 'Observation' sections that precede each of the 
recommendations. I made no substantive changes and everything is redlined.

In addition,  here is the Draft Agenda for Monday 17 February 2014
