If we receive the RC approval for the OSC Charter later today, would you
please draft a message to the Council along the lines of what Philip
suggested and send it with the draft charter to the Council list?  I am
going to be off line most of the rest of the day.

As far as I can tell, the draft OSC charter (including the latest edits
from Steve, Rob and I) has been approved by everyone except Stephane or
Mason from the RC.  It would sure be helpful if we could get the last
approval today.
