Thanks once more Rob.  I was able to see the full redline this time.
Maybe its user error, i.e., mine.
 
I understand why the GNSO Restructuring comments were deleted but I
think one statement that was deleted is still applicable: "a
restructured GNSO Council should move away from being a legislative body
concerned primarily with voting towards becoming a smaller, more focused
strategic entity".
 
My other comments are very similar to the ones I sent for the
Communications Work Team and the Constituency Operations Work Team.
 
At the end of Section II, item 7 says, "The chair of the team should be
someone from the associated steering committing."  Where did this come
from?  I have no particular objection to someone from the OSC being
chair, but I see no reason to have that restriction.
 
Under Decision Making, I am not sure "full consensus of the members"
process" will work for work teams, but I am comfortable with the work
teams making a recommendation in that regard.  I suggesst we leave Rob's
comment in the draft as guidance for the work team.
 
Finally, I suggest we add a section called something like "Work Team
Rules" and include the rules we have been using for WGs to the extent
that they fit.
 
We can discuss the above in our meeting Monday.

        Dear OSC Members:
        
        As directed during the last committee meeting, I am circulating
to you clean and redlined versions of the charters for the three work
teams formed by the new OSC Charter. 
        
        Each draft charter is a modification from the document
originally placed on the OSC wiki.  Since the wiki can be rather clumsy
to format and edit, it was decided to employ the red-line editing
methodology.  Once we have final approved document drafts we can
re-populate them on the wiki. 
        
        It was evident to me while trying to clean up each document,
that the draft charters are all rather "streamlined."  Please consider
that in addition to editing the document, that your comments on the
appropriate level of detail and direction for the work groups in each
charter would be quite useful. Please edit the clean version of each
document. You will see that the redline versions are quite messy.
        
        With redline and clean versions of each document for three work
teams, the potential for confusion is substantial. To keep things
organized I'll be sending three separate emails - one for each work team
- that include the red-line and clean version of each charter.  I hope
that approach can help everyone "stay on the same page."  The clean and
red-lined versions of the GNSO Operations Team Charter are attached to
this message.
        
        During the next meeting you may all wish to take volunteers for
interim chairs of each work team so that there is a point person for
each team to help make sure all bases are covered for each team as they
are being formed.
