Public Comment: Proposed Changes to Section 5.0 of the GNSO Council Operating 
Procedures

Pursuant to a Resolution passed by the GNSO Council at its meeting on 24 
February 2011 the community is invited to provide comments on proposed changes 
to Section 5.0 of the GNSO Council Operating Procedures. In its resolution the 
GNSO Council acknowledged the receipt from the OSC of the proposed revisions to 
Section 5.0 and directed Staff to post this document for thirty (30) days in 
the ICANN Public Comment Forum.  The GNSO Council shall take formal action on 
this document, including potential modification, as soon as possible after the 
conclusion of the public comment period.
Background/Explanation:

In October 2008, the GNSO Council established a framework for implementing the 
various GNSO Improvements

by the ICANN Board of Directors on 26 June 2008.  That framework included the 
formation, in January 2009, of two Steering Committees, the Operations Steering 
Committee (OSC) and the Policy Process Steering Committee (PPSC), to charter 
and coordinate the efforts of five community work teams in developing specific 
recommendations to implement the improvements.  The OSC established three work 
teams, which were chartered to focus on specific operational areas addressed in 
the BGC Report recommendations:

Late in 2010 the GNSO Council identified areas for improvement in Section 5 
Statements of Interest in the GNSO Council Operating Procedures [PDF, 193 KB] 
that would simplify and clarify the procedures.  The GNSO Council tasked the 
OSC with completing a revision to improve Section 5.  On 04 February 2011, the 
OSC submitted to the GNSO Council a revision of Section 5 [PDF,95 KB] that 
removes the requirement for Disclosures of Interest, and provides clearer 
guidance on the contents of Statements of Interest and on updating them in a 
timely manner. At its meeting on 24 February 2011 the GNSO Council approved a 
resolution that acknowledged the receipt from the OSC of the proposed revisions 
to Section 5.0 and directed Staff to post this document for thirty (30) days in 
the ICANN Public Comment Forum.  The GNSO Council shall take formal action on 
this document, including potential modification, as soon as possible after the 
conclusion of the public comment period.

The Process From Here:

At the end of this Public Comment Forum period, ICANN Staff will review the 
comments submitted and prepare a summary analysis of the various submissions 
for GNSO Council review.

Deadline and How to Submit Comments:

At the direction of the GNSO Council, the Staff is opening a 30-day public 
consultation forum, from 24 February through 26 March 2011 and invites 
community comments concerning this document.
