Philip and Wolf-Ulrich,

Here is a draft motion for your consideration.  Attached also is the
recommendations document in the form for including as a PDF link (the only
changes are a header and a title that is more precise).  The terminology
"<INSERT LINK>" in the motion will be replaced with the actual link as soon
as Glen can get it posted.

I welcome your suggested changes to improve the motion.
