I am surprised at some of the negative responses to the NCSG Charter. AS it
states in the beginning, the Charter's mission is to be open to a range of
non-commercial users, including consumer groups, academia, etc. While I
understand concerns that the NCUC has in having only one seat on the GNSO
Council - meaning they will lose two seats -, this is to allow new
constituencies to join Council on their merits, with an emphasis on ensuring
more diversity on the Council, and it is only a transitional arrangement.
Once new constituencies have the opportunity to add new voices to the GNSO
Council, membership will be by rotation, with open processes for membership.
And the Charter ensures that constituency processes are open and
transparent. In the interest of a more open and diverse GNSO Council, we
support the new Charter and the openness and diversity it will bring to the
GNSO Council.
