I do not see a single reason to review that decision. XXX applied as a
"sponsored" TLD, without a solid proof of support of their own community.
Moreover, they get the opposition of many individuals, organizations and
governments. What would be the possible benefit for the Internet in having
this sTLD added to the Root? Null. Just economic reasoning of the
proponents. Isn´t sufficient to be "profitable"...Even the judges panel
decision was split, 2 to 1. The closer possible to a tie decision.
