*the **Uniform Rapid Suspension System doesnt seem to make a lot of sense,
supports a world where it is trivial to "attack" and hard to defend. We
should have balance in the system, so there is an expense to claim abuse,
and a penalty on the accuser if wrong, and on the accused if found against.
We should not have a free-to-kill system.
