Without question there are are a lot of things that can be improved with
the way ICANN organises its meetings.
Having attended most of them so far, there are many things that are begging
to be done better.
The least of the things that need changing is the one being proposed. The
fact that the meetings are
run by stakeholders spread throughout the continents is one of the few
positive aspects of these meetings.
It forces the usual suspects (developed countries, typically Western) and
the participants from there who
 still have disproportionate influence in ICANN governance to appreciate
the perspective from the less advantaged
Internet user country point of view, by virtue of having to visit and meet
in the diversity of host countries. For example
knowing that daily power outages were common in Delhi was something that
could highlight the incompatibility of
developing technical policy (while meeting  in Delhi) that insists on new
gTLD registries being located at data centers
with 99.9999% up-time while simultaneously proclaiming that ICANN wants
registry bids from less developed countries.

Basically whatever limited token appreciation of the perspective from the
Internet's majority users from LDCs exists
in ICANN today will erode even further with this proposed move of the
meeting venues.
