It seems that after gathering comment on a policy proposal (step 2), the
ICANN staff determines a recommendation based upon a thorough consideration
(step 6) and then ICANN decides "finally"(step 7). It would seem that those
who sponsored the original proposal (ASO) would have another shot at review
and comment related to the ICANN staff recommendation(s) and its analysis
(step 6.5) prior to a decision that is, well...so final.
