BEIJING NPOC CHAIR REPORT April 2013

Here is my report on NPOC activities since the Toronto meeting presented
today in Beijing:

Dear Council,

1) NPOC prepared an annual report for 2012. You can find it at www.npoc.org
 .

2) in the Internet Governance Forum in Baku:  with the support of ICANN's
travel support, three members of NPOC's Executive Committee attended from
6-9 November 2012.  "Why is the participation of the social sector in the
Internet Governance important for everybody?"

3) I can say with some degree of assurance and optimism that the
NCSG-Executive Committee meeting in Toronto was an inflexion point and
intra-stakeholders' group issues are now starting to be addressed in both
substantive and relational terms.

4) We have or are participating in 6 WGs, by far in my opinion the best way
for newcomers in NPOC to network and learn outside of their own
Constituency. We have since had Poncelet Ileleji selected as a Member of
the Meeting Strategic Working Group.

5) the Los Angeles inter-sessional meeting at the end of January 2013 was
an important meeting in developing further contacts with other
Constituencies from the Non-Contracted Side of the GNSO.

6) Launching of NPOC’s outreach plan. We have completed an outreach plan
for 2013 for non-governmental organizations (NGOs) and not-for-profits
(NFPs) to increase their understanding of ICANN’s mission as well as of
related Internet governance issues: Webinars, Workshops, Panels,
Publications, and Membership Recruitment Events. The regional focus is on
Africa and it will be Latin America in 2013/14. We have about 45% of our
funding in place and hope to complete our fundraising over the next few
weeks.

7) Two NPOC Executive Committee members from Africa participated in the
African Top Level Domain workshop on "the DNS Industry in Africa" and in
the Multi-stakeholderism in Internet Governance in Africa event.

These events were held in Addis Ababa from 5 to 8 March 2013. Poncelet
Ileleji from The Gambia YMCA and Olévié Kouami from INTIC4DEV in Togo
represented our Constituency. We thank ICANN, in particular Pierre
Dandjinou, VP of ICANN Africa and Matthieu Weill the CEO of AFNIC for
supporting the travel expenses of my 2 colleagues. Poncelet and Olévié are
co-chairs of NPOC's Program Committee. Poncelet talked about the importance
of initiating governmental involvement in the Internet Governance process,
especially in developing countries. This was a great moment in the sense
that we were able to involve very new NPOC members in the process of
representing civil society in Africa at an African event.

8.)NPOC is currently holding its 2013 elections. Results will be announced on
May 12th <x-apple-data-detectors://10>, in about a month.

9.) We are planning two one day events in Durban and Buenos Aires on the
role of civil society in the capacity building of the DNS sectors in Africa
and in the Carribean and Latin America. Please join us in those events.

10.) NPOC, in collaboration with the GKP Foundation and ITU, has had 4
events approved by the WSIS. One event will be led by NPOC on the issue of
Internet Governance next month in Geneva.

11) I leave the last word to two initiatives:

i) the first one is called the i-Inform Alliance where we aim to reach the
98% of internet users who are not aware of  the significance  of internet
governance on their l ives;

ii) as a second initiative,  we are aiming to create awareness in
developing countries of the opportunities of gTLDs registration in the
second round. If you are interested please come and see me.
