DRAFT AGENDA

THURSDAY 11 MAY, 2006 - TUTORIAL DAY

Objective:  To give Committee members an overview of ICANN's existing
registry contracts and to provide detailed information about competition
law and policy.

Outcome:  Committee members will have a comprehensive understanding of
ICANN's existing registry contracts; the elements which are the subject
of policy development processes and the broader impact of new
developments in the domain name registration market.

10:00 - 12:30

ICANN's Registry Contracts - Dan Halloran, ICANN Deputy General Counsel
Overview

12:30 - 13:30  Lunch (provided on site)

13:30 - 15:30 ICANN's Registry Contracts - Dan Halloran, ICANN Deputy
General Counsel

15:30 - 16:00 Afternoon tea break

16:00 - 17:30 Competition Policy and Competitive Markets - European
Commission speaker

18:30  Committee Members' dinner 


 
FRIDAY 12 MAY, 2006 - Policy to Guide Contractual Conditions for New Top
Level Domains 

Objective:  To review Washington DC and Wellington meeting outputs; to
examine in detail Term of Reference 4:  Policy to Guide Contractual
Conditions for New Top Level Domains 

Outcome:  Committee members will have had the opportunity to expand on
formal Constituency Statements in the context of ICANN's existing
registry contracts and make suggestions about policies for contractual
conditions for new top level domains.

09:00 - 10:00  Terms of Reference Review and progress so far



1000 - 12:30pm - consider experience of previous new gTLD rounds and
limitations of current registry agreement framework


Review constituency input and other public comments, and identify
possible policy recommendations or 


12:30pm - 1:30pm Lunch on site

1:30pm - 3:30pm
- Review constituency input and other public comments, and identify
possible policy recommendations or areas for contractual change.

3:30 - 4pm Afternoon tea

4pm - 5:30pm - Rank those recommendations that have the strongest
support for further discussion.

 
SATURDAY 13 MAY, 2006 - CONTRACTUAL CONDITIONS

0900 - 9:30am - Review outcomes of Friday

9:30am to 12:30pm

Discuss recommendations in more detail that have the support of at least
3 constituencies, in order of those that have the most support


12:30pm - 1:30pm  Lunch (on site)

1:30pm - 3:30pm

Consider appropriate policies to guide a contractual compliance
programme for registry services.
