After all of the history between these two organizations, I think it is
interesting that they can collude to control the .COM gTLD while cutting
out the public and other registrars.

There should be a formal bid process to control the renewal of registry
services. Instead this secret Agreement allows VeriSign a perpetual
monopoly on .COM without any review process in place. This also allows
VeriSign to increase prices each year, also without a review.  This also
allows ICANN a mechanism to increase it's budget without comment because
VeriSign can ratify these increases without agreement from the internet
community.

This deal stinks for registrars and the public.
