To the SSAC Review Team -
The very first sentence of ICANN's Bylaws highlights the importance of
the SSAC to ICANN's overall success:
- "The mission of The Internet Corporation for Assigned Names and
Numbers (“ICANN”) is to coordinate, at the overall level, the global
Internet's systems of unique identifiers, and in particular to ensure
the stable and secure operation of the Internet's unique identifier
systems."
and further, per Article III, Transparency:
- "ICANN and its constituent bodies shall operate to the maximum
extent feasible in an open and transparent manner ..."
It should be made clear that ICANN is not a traditional corporate
entity which provides service or product to a constituency and
otherwise governs its internal operations as it sees fit. In fact,
quite to the contrary, ICANN has an obligation to operate in the
manner which is open to the *maximum extent feasible", and this duty
is most important when applied to the primary mission of the
organization of ensuring the stable and secure operation of the
Internet's identifier systems."
The SSAC position on recommendation #6 was correct, in that the SSAC
needs the ability to review internal operations which relate to
operation of the Internet's identifier systems, and this may be
achieved by a charter which allows such access, or alternatively by
having a charter which provides for review of significant changes to
ICANN's operations as determined by ICANN Mgmt and staff.
