Draft ALAC comment

Hello,

please find attached a draft ALAC comment on the Strategic Plan.

This document was only produced in the last days. It has been discussed
on the Committee list, but we did not have sufficient time to properly
review and finalize it. For this reason, we are submitting it, but we
also anticipate to release an official and final comment in the next
weeks (possibly in Mar del Plata). At this stage, this document does not
represent the entire committee, but just some of its members.
