It's on the ICANN reserve list, required for all new TLDs, and even retroactively imposed on .com/.net/.org by the new ICANN agreements (though existing registrations are grandfathered there).  All other TLDs, like "com", "org", "museum", etc., are excluded from registration as second level names in any TLD because ICANN feels that would be confusing; "something.biz.info" might be confused with "something.biz".
