Everybody on the planet knows this roll-out was done improperly - I believe deliberately, to defraud people.

Since it was done this way, a fairer solution would have been to put all applications for each individual domain into a single pot and draw from that.

But fairness does not seem to be what Afilias and ICANN were after.

Incidentally, it would require hardly no effort at all, programming or administrative, to do this.
