QUANGO stands for Quasi-Autonomous Non-Governmental Organisation

Mostly put in place to allow a level of deniability - when found out doing something wrong.

Can anybody else see what I do?

It is my reasoned conclusion that the authorities have succesfully been using propaganda to fool the populace into believing they have good intent - to protect trademarks.

To quote from my comments to WIPO 15 Jun 2001:

Most trademarks share its name or initials with many others. When authorities could put trademark identity beyond shadow of doubt, they are either devoid of intelligence or corrupt.
