From my communications with them, I have come to certain logical conclussion. I would say they were involved in this whole thing. That is the reason they put in the QUANGO ICANN - is so they have a layer of deniability. So they can say "ICANN are dealing with it". Try complain to DOC and see their reply. I truly believe they are corrupt also.
