California deregulation of electricity was only pertaining to wholesale rates.  And that involved a complex regulation scheme forcing utilities to pay the highest bid for electricity from the bidding power suppliers, thus hiking the average cost. That's Orwellian deregulation.       InternetAdvocate_is_not_IntemetAdvocate_[rn is not m]. This warning is needed, due to a fraudulent poser trying to pose as me.
