I would say it is not going further than legal requirements - but is needed to meet legal requirements and keep public confidence in your business.

I think this is a bit more important than P.R. - like this was some sort of mistake (roll-out was purposeful and planned). Who would trust a bunch of thieves and fraudsters? They are much too late for any sort of P.R. excercise.

But then again, Afilias have only been following ICANNs lead ;-)

So ICANN can hardly tell them to act responsibly, given their own record.
