Subject: not just U.S. citizens/companies;  but you have to meet "nexus" requirements

Message:

you have to have a "presence" in U.S.
----------------------------------------------
U.S. citizens
people who permanently reside in U.S.
companies incorporated in U.S. (includes foreign corporations)
non-commercial organizations (including foreign organizations, U.S. government bodies)

foreign company/organization has to do business in U.S.
you can't just incorporate to grab the .us domain name

IN ADDITION, THE U.S. PRESENCE NEEDS TO BE MAINTAINED.
If you leave or dissolve the corporation, you lose the name.

So, a foreign company incorporated in the United States would
qualify.  That might grant Siemens, which has a trademark on
a hearing aid, the domain "music.us".  Here we go again!

Thats my take,
