This round robin method is open to abuse - why do I have this feeling that it will be?

Given that they have completely failed to do the right thing in the past - it is too late now to do anything else -  the only fair method is to have one queue for each domain.

All registrar registrations for science.info in one hat, all registrar registrations for hawaii.info in another hat etc.

Not the ideal solution, I know - but best under the circumstances.
