Rebeka's proposal has a lot of advantages. She is missing one point though. Who controls the licensing? Who will be the licensor? There would be a lot of power and responsibility in those hands. How would the organization control licensees? I doubt that this could be accomlished. I rather see the free market "regulate" new TLDs. The past worked well. Some corporations complained. Some paid a (high) price for being ignorant or slow. In exchange we got the first free medium in history without control!
