Establishing separate agreements for the gTLDs administered by Verisign is a good move.  Removing the .org gTLD is an excellent move, but care should be exercised in how much must be given up to VeriSign to effect that removal.

With the addition of more and more gTLDs and Registries, it becomes reasonable to restore .org to its original intent - to be used by and for non profits and non commercial entities.

It is not unreasonable for VeriSign to have preferential treatment in the continuing administration of .com and .net, but neither should they hold them in perpetuity.  As previously stated, care must be exercised in just how much need be negotiated away, to separate .org from VeriSign.
