| I think the point here is that both of our companies have fully functional systems,
yet are concerned at the ease with which the technical merits were either misinterpreted,
or dismissed out of hand. As with your application, our RRP implementation, as
outlined in our application, is fully functional, yet not completely tested. It does
appear to me, then, that you are correct in that yours is operational and ready to
go at this time (whereas ours needs another 30 to 60 days to complete testing, a
process which has already begun). In this case, as in many others, it is clear
that the technical hurdle has been cleared with ease, yet the staff report erroneously
