Steven is, of course, right that all voting systems including approval voting have
flaws. That's why choice of voting system is such a difficult question. I think
bullet voting is less of an issue for groups like ICANN (and the professional societies
that have adopted it) than it might be for some governmental elections. While there
may be some voters who are squarely in the camp of one candidate or another, typically
most voters don't have strong aligences and will want to express support for more
than one candidate without having to strictly rank 10 or more candidates.
