draft DNSO

As of Oct 22 mid-day the most recent draft of the "DNSO Formation" is dated
Sept. 23.  Rough notes of the Barcelona meeting are posted.  The DNSO
mailing list is described as being under construction.  

Under these circumstances, is it appropriate to refer to a "final" meeting
in Mexico in November, especially since many IFWP participants are still
focused on the ICANN by-laws?

p.s. I second Mr. Fleming' remarks that the DNSO should come to the
Internet and not the other way around.
