Does the IANA Really Have the Authority ?

Why would Jon Postel be proposing in July of 1997 (last year)
that the root zone responsibility be transferred to IANA ?
People have claimed that IANA was ALREADY responsible.
Why would Postel request to *become* responsible for something
he and others claimed they were already responsible for ?
Note:
July 1997 is after the 1996 ISOC Board Meeting in Montreal were
the ISOC Board approved Jon Postel's plan to add TLDs.
July 1997 is after the Fall 1996 meeting at the IANA offices where
people paid money with applications to have TLDs entered, yet
Jon Postel claimed the money was not paid and had it returned.
July 1997 is after the IAHC and CORE commitments were made
and 80+ Registrars have purchased franchises via the ISOC
for $10,000 plus substantial monthly fees.
