FRANCE TELECOM statement on fourth draft articles and bylaws of the new IANA

>From the beginning of the discussion on Internet domain names and addresses,
FRANCE TELECOM has taken an active part in the consensus building process,
particularly in the International Forum on the White Paper (IFWP)  and in
the European Community Panel of Participants. A Version 4 of the draft
articles and bylaws for the new corporation has been published by IANA on
September 17th.

FRANCE TELECOM expresses serious concerns about the way in which this
version has been prepared and about some provisions of these texts.

FRANCE TELECOM fully supports the comments published by the European
Community Panel of Participants (see:
http://www.ispo.cec.be/eif/dns/ec-pop.html).

Among the outstanding issues listed in the last mentioned document, FRANCE
TELECOM is keen to emphasize:

- the appropriate application of international laws justified by the
definitive global status of the network,

- a balanced international representation in the Board of the new
Corporation, in which FRANCE TELECOM sees a guarantee of a fair and global
reflect of the Internet community.
