Dear sir,
I'd like to comment on the three-character requirement.
(page 2-10 of Module 2 of the Draft Applicant Guidebook V2)
I think it is not appropriate to apply
three-character requirement to the new IDN gTLD applications,
especially geographical names.
For example,
there are about 1,800 cities (include towns and villages) in Japan,
and more than 3 quarters of the city names are
composed of one or two Kanji (or Japanese) character(s).
Therefore, ICANN should accept
less-than-three-character IDN gTLD applications,
especially geographical names.
