In December 2008 we responded with :
The $185,000 application fee should permit application for more than one
string (up to five in order of preference). In the alternative, if 1
string is limited per application, then unsuccessful applicants should
be given the option of participating in the second round without
submitting a new application fee. Smartcall (4 Dec. 2008).
We feel that this comment was totally ignored. We accept the fact that
only 1 string can be included per application but if 2 or more
applicants apply for the same string, there will be 1 winner & the
others will end up with absolutely nothing and $185,000 poorer. This is
totally against the foundational principles to promote competition in
the domain-name marketplace while ensuring Internet security and
stability.
Surely applicants who have participated and paid $185,000 should at
least be given first option to enter into a 2nd round at a later stage.
If this is not done then it all comes down to a lottery. If you are
lucky enough to be the sole applicant for a name then you win otherwise
you could lose everything.
If ICANN decides not to accept this comment can it please give a reason
for this
