Section 1.1.1 is, in my opinion, unreasonable
"The application form is incomplete (either the
questions have not been fully answered or required
supporting documents are missing). Applicants will
not ordinarily be permitted to supplement their
applications after submission."
Considering how complex the process is it is unreasonable to reject an
application based on some missing documentation.
It would be far more reasonable to allow applicants a reasonable timeframe to
submit any extra documents that may be required
When you consider the fees that ICANN are demanding for the application it is
only reasonable that all serious applications be given due consideration
" The evaluation fee has not been paid by the
deadline. Refer to Section 1.5 for fee information."
Again, this is not entirely reasonable
For a lot of businesses making a payment without being in receipt of any form
of invoice is impractical.
Considering the amount of money involved a single payment may not be viable for
some of the community applications
