Section 5.2.1 makes reference to ipv6
We strongly believe that any registry operator who wants to run a new TLD
should be able to offer a full suite over ipv6, either native or tunnelled.
However, if this is a technical requirement for a new gTLD operator will the
same criteria be applied to existing registry operators?
Any changes that affect new TLDs need to be viewed against existing
arrangements for existing registry operators
