Application System SLA

In the section on submitting applications:
"Applications may be submitted electronically through
ICANN’s online application system.
To receive consideration, all applications must be
submitted electronically through the online application
system by the close of the application submission period."
Since online systems rely on servers etc., and Murphy's law always seems to
work against people with tight deadlines, some language about the system being
online and reachable etc,. would be helpful.
If, for example, the ICANN servers were to be undergoing a denial of service
attack on the day of the submission deadline applicants could not be reasonably
expected to submit their applications in an impossible scenario
