Arbitrary Figure?

Why 100k names?

Surely a percentage of the namespace would make more sense than a seemingly 
arbitrary figure?

If the namespace only had 200k names then that would effectively render the 
registry operator's subsidiary to be the largest registrar in that namespace, 
which probably wouldn't be a good idea.
