Dear sirs

 

Here are my comments on the New gTLD Applicant Guidebook Version 2 (V2),
module 1:

 

Item 1.1.5:

ICANN's target in launching the next round is not clearly committed in this
item. While the high amount of application fee is described for this round
and ICANN expects to make the application fee cheaper for poor countries,
then its better to have a written guaranty on this.

 

Item 1.5.1:

1.       I believe the huge amount of application fee (185000US$) is a big
barrier against participation of applicants from poorer countries and
getting the goal of having diversity in internet.

2.       The gTLD evaluation process seems to be mostly online. The
185000US$ fee does not seem reasonable for this process

3.        In spite of gTLD application fee, what is the explanation of
registry service review fee?

4.       Why there is no difference between the applicants from different
parts of the world. It's obvious that many TLDs in this round would be
nation-specific TLDs. Actually there is a big difference between the
revenues from a world-wide TLD and a nation-specific TLD. So why isn't there
difference between the application fee of these 2 types of applicants.

5.       There are also big differences between economic power of people in
difference countries. Maybe it's a good idea to have the application fee an
index of GDP in applicant's country. This will be an equitable plan all over
the world.
