Here are my thoughts


Section 1.1.5

 ICANN should set an exact date for the second round . The cost for
application is already high  and  hope it will be lowered . IDN TLD
applications from third world
countries are expected to be submitted once that happens, the time
commitment should be drawn closer.



Section 1.5.1:

(1) The costs are clearly excessive and the process is
designed to be an online  process, except for the
dispute resolution process which by itself has a separate fee schedule
and therefore is not included in the application costs. Costs estimated
by ICANN for the dispute resolution process are in the thousands . A
review on the cost
will be reasonable
